Provincial gov’t, PRT dedicate Chapa Dara District Center

Brian Boisvert, Kunar Provincial Reconstruction Team Public Affairs)  KUNAR PROVINCE, Afghanistan – Provincial and district leaders, the Task Force Lethal Warrior commander and a Kunar Provincial Reconstruction Team engineer opened the doors to the Chapa Dara District Center, Jan. 4.

Fazlullah Wahidi, Kunar provincial governor, was on hand to cut the ribbon with Abdul Marzan, Chapa Dara district sub-governor; Brig. Gen. Hussain Khallullah, Kunar provincial chief of police; U.S. Army Lt. Col. Brian Pearl, 2nd Battalion, 12th Infantry Regiment commander, 4th Brigade Combat Team, 4th Infantry Division; U.S. Navy Lt. Cmdr. Jay Burgess, PRT lead engineer, and many tribal elders.


According to Marzan, the district center is an important structure to help connect the people to their government, while giving the police a place to operate to bring peace and stability to the district.

“The new group of police arrived here to (help with) peace in this area of Chapa Dara district. We have three tribes in this district and we made a lot of shuras with the elders and the best gentlemen of this area. We met with them many times,” Marzan said. “This will help us bring peace here.”

The district center is a $200,000 investment and creates a centralized place where villagers and the government can conduct business and distribute information.

Burgess said the structure was an important construction project because it continues the PRT’s efforts to bring the Afghan people closer to their government.

“This building was designed by Afghan engineers, built with Afghan hands through an Afghan construction company, and will now be used by Afghan government officials to address the many issues and challenges of the residents of Chapa Dara,” said Burgess, a resident of Oklahoma City, Okla.

“I’m honored to play even a small part in this very big day in ensuring that peace and stability are the norm in Chapa Dara through the use of this new building.”
