Brian Dalka, security force member with Ghazni Provincial Reconstruction Team, gives candy to a local boy from a “returnee” village outside of Ghazni City, Afghanistan, Dec. 3. Ghazni PRT was in the village to check on a completed project funded by U.S. Agency for International Development. The building was constructed with the help of a grant from USAID, and is used by the approximately 750 villagers as a community center.
