The distribution was organized through the collective efforts of the Afghan National Police, local government officials and the U.S. military, and donated through Operation Care: Afghanistan, a non-profit, private charitable organization based at Bagram Airfield, Afghanistan. In winter, temperatures at Aq Robat have been recorded as low as -22°F with wind chill factors lowering the temperature by an additional -4°F. Operation Care, based at Bagram Airfield, is a non-profit, private charitable organization comprised of military and civilian volunteers dedicated to the welfare of the people of Afghanistan and, especially, to the children.
